allocate (verb) to assign funds, persons, (as a portion, a share, etc.) for a particular purpose.
If funds are assigned, on the basis of need, for a particular purpose, they are allocated. If, for example, a certain sum in the budget of a country is set apart for child welfare, we say that the amount has been allocated for child welfare programs.
