To berate someone is to scold them strongly, rather abusively too. When a landlord does not receive the rent promptly, he may berate the tenant. That is, he may scold them severely or speak to them very angrily. A severe master berates his servant for being insincere. 'Theresa often berates her husband for getting drunk and gambling.' This means that she scolds her husband severely for his waywardness.
