billowing (adj) rising in waves; puff like a sail in the wind.

Billowing is rising and rolling in waves, like smoke rising and rolling in waves as from a building on fire, or from a chimney. If we are wearing loose clothes, they puff like the sail of a ship when the wind blows. That is, they billow. In a gentle wind, curtains billow, when they fill with air and swell; so is it with a skirt. Waves of the sea, and rivers and streams billow in a gentle breeze.

  • In a major fire that broke out in the building as a result of a short circuit, huge clouds of smoke, like the waves of the sea, billowed out, as bright yellow flames enveloped the building, threatening even the neighboring buildings.
  • The curtains in the spacious, well-ventilated building standing alone in a large area, billowed as the gentle wind blew, revealing what lay behind them.
