Billowing is rising and rolling in waves, like smoke rising and rolling in waves as from a building on fire, or from a chimney. If we are wearing loose clothes, they puff like the sail of a ship when the wind blows. That is, they billow. In a gentle wind, curtains billow, when they fill with air and swell; so is it with a skirt. Waves of the sea, and rivers and streams billow in a gentle breeze.
