blatant (adj) (bad deeds) done openly and shamelessly; openly against (law or decency).

A blatant lie is a lie a person tells without bothering what others might think of them if it is known to be a lie. A blatant crime is one which people can easily see as a crime but the person committing it is not ashamed or embarrassed. A blatant murder is a murder a person commits without any regard for others' feelings or for their objections.
