To be blighted is to be damaged or destroyed by a disease or by a lot of problems. A number of Third World countries are blighted by AIDS, or a lack of awareness of AIDS. That is, a lot of damage is being caused to people there because they contract AIDS and do not know what causes it or how to prevent it. Blighted crops are crops blighted by pests, that is, crops damaged by pests. Blighted areas are areas damaged by drought, famine, etc.. If a person is troubled by too many problems, they are blighted.
