bovine (adj) of an ox or a cow; (of a person) dull, slow, and stupid.

'Bovine' literally means related to the cow or the ox. Bovine fodder means the food the cattle are fed on. Bovine diseases are diseases affecting cows and oxen. 'Bovine' as applied to a person means dull, stupid, and slow like a bull or a cow, and unexcited about anything. A person has bovine mentality when they are dull and stupid, slow to understand things, and keep working away at their tasks at their own slow pace.
