To be categorical about something is to be sure of something being correct. 'I am categorical that he is dodging work.' This means that I am certain that he is trying to avoid doing work. When an officer is certain that all his staff are honest, he is categorical about their honesty. When you are certain that something is correct, you are categorical about it being correct.
