clarion (adj) (used usually as part of the phrase, 'clarion call') (of a sound) shrill, clear, and sharp.

A shrill, clear, and sharp sound as of a trumpet, or of a bugle, is clarion sound. However, it is used invariably as part of the phrase, 'clarion call.' 'To give a clarion call' is (for a leader) to make a direct and strong request to people to do something for a common purpose.
