When you use your clout, you use your position or power, to influence others' decisions. You pull a lot of clout if you can make others change their decisions in your favor. Your position or job carries a lot of clout, if by using it, you can influence decisions. 'His position as the Home Secretary pulls a lot of clout with the police.' This means, he can use his position as the Home Secretary to influence the police officers. 'As a business magnate he has a lot of financial clout.' This means that as a very wealthy businessman, he can influence banks and other financial institutions into acting in his favor.
