When laws, rules etc., are codified they are arranged in a proper manner. They are classified into different articles and clauses depending on the matter they deal with, and are arranged in a particular order. Too many laws or rules enacted on different matters may be confusing. Some may provide for severe, and others, mild punishments for the same offence. Then codifying them, that is, putting them in a proper order, changing some and removing others will be convenient.
- In a federal set up like that of the US, different states might have different laws on the same matter. It is therefore necessary to make them uniform and avoid ambiguities by codifying them.
