comprehensive (adj) all-inclusive; thorough.
A comprehensive report on a subject is one which includes every detail, all information and facts related to the subject; nothing is left out. A comprehensive study of a disease is a thorough discussion of the causes of the disease, its symptoms, the medicines that are effective against it, the method of its treatment, its chances of recurrence once it is treated, the different age groups vulnerable to it, methods of preventing it, etc.. A comprehensive legislation on a subject, say, of child welfare, results in an act which deals with every aspect of it.

It is so comprehensive that it touches on every aspect concerning the dam; the location of the dam, the cost involved, the sources for the funds, its feasibility, its cost benefit ratio, the boost likely to be given to the economy of the region, the social changes, and various other things.
