consign (verb) send (goods, handover or deliver); to put a person or a thing in an unpleasant situation; to cause someone to be in a particular position.

When you consign goods to a place you deliver the goods at the place, perhaps because someone has bought the goods. Goods consigned to a person are goods sent to a person who has bought them. When a thing or person is consigned, the thing or the person is placed in an unpleasant situation, just to get rid of it or them. He consigned all the letters to the dustbin. This means, he threw all the letters in the dustbin to get rid of them. When you burn something you consign it to flames. The dispute between India and Pakistan over Kashmir has consigned Kashmir to a state of unrest for decades. That means Kashmir has been placed in an unpleasant situation because of the dispute between India and Pakistan.
