construe (verb) explain; interpret.

You construe a situation when you understand it in a particular way, as that it is good for you, that it is bad for you, that it might harm you or help you. 'I construed her silence as her willingness to accept my proposal.' This means, I interpret, explain, or understand her silence to mean her agreeing with me. When the party in power makes a law, the opposition may construe it as favoring the members of the ruling party. That is, the opposition understands that the law has been made to do good to them.

  • Bess's friends construed her absence from the party as her protest against their teasing her the evening before.
  • The announcement of subsidies by the government during the election year was construed by many as its populist measures to woo the voters.
