When an accident takes place, the scene of the accident has a cordon of policemen around it. That is, policemen form a ring around the place to prevent people from going there, or people in there from coming out. The police or soldiers may throw a cordon around a place as a measure of security to a VIP, targeted by terrorists, or a prisoner when the prisoner supposed to be dangerous is being taken out.
