culpable (adj) deserving blame; responsible (for something wrong).
When a person is culpable, they are to blame for what has gone wrong. When you say both the drivers are culpable for the collision, you mean that both are to be blamed for the accident, both are at fault. The culpable negligence of the doctor is the doctor being responsible for what has gone wrong.
