When you dawdle, you are not mindful of the job on hand, and waste time in a silly manner, talking and joking, without doing the work. A dawdler is one who doesn't take their job seriously. Their attention is not on the job. You dawdle along the way when without walking at a steady pace you just loiter and waste time. You just move about unmindful of your destination.
