An open criticism of a person or an action is decrying. When you decry the half-hearted measures of the management for the welfare of the workers, you criticize the management and their measures in public. You decry the fall in the moral standards of the society if you attack it openly. You decry the commercialism of the medical profession if you blame the medical profession for practicing medicine as business.
