When you delineate a person, you give a clear picture of the person, by describing their features and their characteristics. You delineate your plans, if you explain them very clearly. If you have good communication abilities, and explain your ideas clearly in your speech, you delineate them in your speech. A good sketch or a good drawing delineates a person's features clearly. A writer delineates a character well in a story, if they portray the character convincingly.
