When a place is despoiled, it is plundered. That is, those who despoil it rob the people there and take away things by force and violence. In the olden days invading soldiers used to despoil the places they attacked. Despoil also means damaging or destroying a place. It was a part of wars in the past for the victorious soldiers to despoil the places they invaded. They damaged and destroyed the things there.
