devise (verb) invent or plan (a method, a machine, etc.).

When you devise a method for making calculations very easy, you invent a method for it. When you devise a tool, you design it. You devise methods to evade tax, if you find out clever methods for evading or paying less tax. 'She devised a machine for cross-stitching.' This means she designed a new machine for cross-stitching.
