dilatory (adj) delaying.
When people do not act quickly, they are dilatory. Avoiding quick action and causing delay is being dilatory. When you tend to postpone something, because you don't like doing it, or need some time to do it, you use dilatory tactics. That is, you find some method to put off doing it.
- The management has been dilatory in holding negotiations with the workers. The workers are impatient at the delay on the part of the management, and want to serve a strike notice.
- Afraid of surgery, Henry has been dilatory in having a minor operation. His delay has only worsened the condition, and now he has to undergo a major surgery.
