effectual (adj) producing the desired result.

When a measure you have taken has produced the desired result, it is effectual. When a medical treatment is effectual, the patient's condition has improved. It has produced the desired cure. When your word to someone is effectual, they have acted according to it. 'His presence has been effectual, only because of it they have been able to complete the work.' This means, he was present and because of that, they completed the job.
