When you occupy more and more area of a piece of land that is not yours, you encroach upon it. Settlers encroach upon public land, if they occupy more and more of government or private land, in an unauthorized manner. When you gain control on someone’s time, you encroach on their time. A government encroaches upon individual liberty, if it does any thing to reduce it. You encroach upon someone’s privacy if you often disturb their privacy.
