encumber (verb) hinder free movement or action, be burdensome and obstructive.

The heavy bag a boy carries encumbers his movement. That is, he cannot move freely when he carries such a heavy bag. The large crowd at the site of a fire encumbers the fire fighters, that is, the fire fighters are obstructed from carrying on their work because of the large crowd coming in their way.
