foment (verb) stir up; rouse; worsen trouble.

When a person foments trouble, they worsen it. They stir up trouble. When a person foments trouble, they rouse people to action so that there is some unrest and disturbance. When a person incites one group of people to violence against another group or the government they foment trouble.

  • The chief purpose of terrorists and extremist groups is to create anarchy in an orderly society by fomenting trouble by causing group hatred.
  • Politicians cannot bear to be out of power, so they foment trouble some way or the other in an attempt to worry the government or to unseat it.
