impotent (adj) powerless.

When a person is impotent, they cannot exert any power. They are powerless to change things or influence a situation. They cannot do what they want to do, nor have they the power to do what others expect them to do. In some countries the president is impotent because they are puppets in the hands of the army. One who cannot act independently is impotent.

  • As long as a few members enjoy the power of veto that enables them to negative the majority decisions of the UN, the UN remains impotent.
  • The constitutional heads are impotent in some countries. Though they enjoy the position as the heads of their government they need the approval of their legislatures to take action.
