When you do something bad with impunity, you are not punished for it. In the olden days the lords and the wealthy could do any bad things with impunity. That is, they had no risk of punishment for the bad thing they did.

  • In the 18th and the 19th centuries slaves were ill treated by their masters with impunity. As they had no fear of punishment, they were inhuman in their attitude to the slaves.
  • Wealth and political power are all that matters. Once you have them you can violate most minor laws with impunity. You can use your influence and money to escape any punishment.
