inchoate (adj) just begun and yet to take shape.

Inchoate ideas, plans, etc., are ideas, plans, just begun and have yet to take a definite shape. Any thing inchoate is in its formative stage. The earth in its inchoate state, that is, when it had just formed, was a hot mass of rolling ball without definite features. An inchoate democracy is a democracy just formed.

  • McLean’s ideas to have overseas branches for his company are just inchoate. He has to study their feasibility before they be given a definite shape and implemented.
  • Some of the democracies in Africa were still in inchoate state, in the later half of the 20th century, having been freed from colonial rule only a few years before. Unfortunately most of them have passed under dictatorships.
