An incipient republic is a republic which has just begun to exist. A disease in its incipient stage is one that has just attacked a person. ‘The pale white spots on his skin and lack of sensation there were symptoms of an incipient serious skin disorder.’ This means that the spots are signs of a disease that has just attacked him.
