plenary (adj) (of meetings, sessions, etc.,) attended by every one who has the right to attend; (Of powers) complete, unlimited.

A plenary meeting is a meeting which every one who has a right to attend, attends. A plenary session is attended by all those who have right to attend it and decide upon the policies if any. Plenary power is complete and unlimited power given to a person or a committee entrusted with a responsibility. When a person has plenary power, they have unlimited power to take any decision or any action.

  • The attendance at the plenary session of the party was full. They all voted for the continuance of the present office bearers for another term.
  • The ambassador was given plenary power to negotiate a new trade agreement on behalf of her country. She is now in a position to take decisions that she finds to be in the interests of her country.
