If a person is tenacious they are determined to do something and do not stop till they succeed. They are perseverant. They do not give up their attempts to do something until they succeed. A tenacious custom or belief continues to exist for a long time and to influences people. When you say that the custom of animal sacrifice is a tenacious practice you mean that it has existed and has been followed by people for a long time. A tenacious grip does not loosen easily.
